Who do we contact for a refund? Both my husband and I missed a clinic is Sept or October d/t weather. Is there a credit system available? Also, showing a balance due for a class I did not register for or attend. Who should I contact?

Ok...this is my second try at taking a beginner level clinic and both were canceled due to weather.
Is there a NO refund policy even under these circumstances?
Doesn't look like I was refunded from my last one and now 2nd try was canceled as well.
